1.The copy of this authorization about “dispensation-free fall lifeboat davit” not send or report to Xiamen MSA before arriving at Xiamen port.
2.master not inform all persons on board of the status of lifeboat and of any resulting changes to the vessel’s emergency and/or evacuation procedures.
3.master not plan and conduct effective emergency training for abandon-ship drill with lifeboat launching/lowering and maneuvering procedures without operate lifeboat davit.
Based on above evidence, nonconformance with the dispensation.
11101 LIFE SAVING APPLIANCES (Lifeboats)
The lifeboat rudder angle not capable of moving to hard starboard (about 10°) when operated with emergency tiler because the actuator was blocked by a obstacle.

[021] When engine room firing, the separation valve shall be closed first. to make engine room space fire lines separted with outside fire piping system.
07113 Fire Main Isolating valve for engine room from emergency fire pump found defective.
