【Subject】PSC CIC on Cargo Securing Arrangement (CSA) on 01 Sep., - 30 Nov., 2016
【主旨】2016年9-11月期间PSC的集中安全大检查(CIC)货物系固安置

Date: 10 Aug., 2016.
As subject, for the coming CIC, we have discussed in “CPNF Ship Safety Forum” (We chat) for several times. Some questions raised from myself and some Captains will be clarified here. Meantime, Attached document “CIC of CS n Circ. 1353”
You are instructed fully studying and discussion in your safety meeting or exclusive meeting to make sure all officers and crew clear and done accordingly.
Should you any additional questions, Let’s discuss in time.
Below is basis on the 10 questions of PSC CIC checklist:
1. Cargo Security Manual (CSM)
>> we have DNV stamped CSM onboard.
2. CSM comply with Circ.1353?
>> Our CSM comply with MSC/Circ.745 and keel lay date before 01 Jan., 2015, so It’s satisfied by the relevant regulations specified in MSC./Circ.1353/Rev.1.
Appropriate documentation for each type of devices should be contained in the CSM as far as practicable. The documents issued by maker, or other organizations also can be considered “appropriate”.
3. Master and C/O, 2/O, 3/O, Deck hands are familiar with the cargo securing Manual (CSM)?
>> a) Master shall ensure the Master, Officers, and crew are familiar with procedures for cargo securing arrangements; especially deck officers and deck hands.
b)Here, have we any records of “training/education records (6D-5)” with topic “CSA”? Pls some copy attached CSM for easy to access once asked. Meantime, The Master and C/O/Deck officers shall be really familiar CSA of own vessels.
c) Raise awareness of the hazards associated with cargo securing and with safe practices for cargo securing.
Is there any evidence for this awareness? Suggest RA records related Cargo securing checking/operation shall be done and if possible, copies attached CSM for easy access once PSCO asking.
d) the Master and Crew shall reading/review CSM and arrangements as outlined in the Ship CSM and to ensure lashing practice is following the CSM.
4. Are the lashings/fittings as per the CSM?
>> Monthly Securing Materials List shall be updated and match CSM.
A copy of List beside your hand maybe a good practice during the CIC.
5. Are the conditions of lashings/fittings considered satisfactory for container cargo?
>> In our Lashing Materials List, there should be the condition column as evidence.
6. Are appropriate securing points or fittings being used for cargo securing?
>> Securing points or fittings such as “D” link shall be checked to make sure functional, lashing material on
deck shall be in good condition for use.
7. Is there a sufficient quantity of reserve cargo securing devices onboard?
>> Reference question 4 and 5. From the List of Lashing materials, there should be one column to cover the
reserve quantity. If not sufficient, you are instructed to apply to Charterer/ Manager soonest.
8. Is the vessel following the Cargo Safe Access Plan (CSAP)?
>> the CSAP is only required for containerships with a kee-laying date on or after 01 Jan., 2015.
